INITIATING INTERGOVERNMENTAL NETWORKS IN BORDER AREAS FROM A SOUND GOVERNANCE PERSPECTIVE

An intergovernmental network is a requirement that the region must meet in order to improve well-being of its communities this decentralized era. However, implementation, many areas Indonesia do not so or maximize cooperation, including border involving districts North Central Timor, Belu, and Malaka. Using explorative methods, research was conducted find out why cooperation between local governments carried how promote among from perspective sound governance. To reveal this, data collected through in-depth interviews, observation documentation studies, focus group discussions (FGD). Research informants are selected actors who confronted with question studied use method purposive sampling. The results showed that: first, maximum has occurred since there know, want, cannot, have an interest, need cooperate other regions; however, awareness begun emerge so. Second, process towards regions area by following series processes interdependence, convergence objectives, accommodation, reconciliation goals, which exploration factors causing lack identification problems potential out.
